摘要: 教育评价改革语境下,民办高校师资队伍建设呈现特殊矛盾样态。本文立足川渝地区五所民办高校387份有效问卷及20例深度访谈,引入财务成本收益分析框架,检视教师职称晋升制度的运行效率。实证发现:评审指标过度量化导致激励扭曲、科研资源获取存在体制性壁垒、教学负荷过重形成人力资本透支、职业发展支持投入不足、薪酬激励与职称晋升脱节构成当前主要阻滞。研究认为,民办高校在预算硬约束下陷入“低投入—高流失—再招聘”的恶性循环,需通过重构评价指标体系、建立科研成本补偿机制、实施教学工作量阈值管理、完善全周期人力资本投资、优化职称—薪酬联动机制予以破解。
Abstract: Against the backdrop of educational evaluation reforms, faculty development in private universities exhibits unique contradictions. Drawing on 387 valid questionnaires and 20 in-depth interviews from five private universities in Sichuan and Chongqing, this study employs a financial cost-benefit analysis framework to examine the operational efficiency of faculty promotion systems. Empirical findings reveal that excessive quantification of evaluation metrics distorts incentives, systemic barriers hinder access to research resources, excessive teaching loads lead to human capital depletion, inadequate career development support, and disconnect between compensation incentives and promotion criteria constitute primary impediments. The study argues that private universities, constrained by tight budgets, are trapped in a vicious cycle of “low investment-high attrition-re-recruitment”. This cycle requires breaking through by: restructuring evaluation metrics, establishing research cost compensation mechanisms, implementing teaching workload threshold management, improving full-cycle human capital investment, and optimizing the linkage between professional titles and compensation.
