宠物经济背景下科学养宠治理研究——现实困境与优化路径

摘要: 随着居民消费结构升级、城市化进程加快、人口老龄化加深以及情感陪伴需求增长，宠物逐渐由传统意义上的陪伴动物转变为家庭成员和情感寄托对象。宠物经济也由食品、用品等基础消费，逐步延伸至宠物医疗、宠物保险、宠物殡葬、线上咨询、健康管理和社区服务等多元领域。根据《2026年中国宠物行业白皮书》相关数据，2025年我国城镇宠物犬猫消费市场规模达3126亿元，较2024年增长4.1%，预计2028年将达到4050亿元。宠物经济快速发展的同时，也暴露出科学养宠知识不足、宠物医疗信息不对称、流浪动物治理压力增加、人畜共患病防控难度提升以及宠物殡葬服务不规范等问题。本文基于问卷调查、文献资料和公开统计数据，探讨宠物经济背景下科学养宠治理的现实困境与优化路径。研究认为，宠物经济不应仅被视为消费市场扩张现象，更应纳入公共卫生、城市治理、动物福利和社会责任的综合治理框架。推动科学养宠治理，需要从科学养宠教育、宠物医疗规范化、流浪动物协同治理、宠物殡葬规范化和宠物主人责任意识培育等方面共同推进。
Abstract: Against the backdrop of upgraded resident consumption structures, accelerated urbanization, deepened population aging, and growing demand for emotional companionship, pets have gradually transformed from traditional companion animals into family members and objects of emotional sustenance. The pet economy, initially centered on basic consumption such as pet food and supplies, has progressively expanded into diverse domains including pet medical care, pet insurance, pet funeral services, online consultation, health management, and community services. According to data from the 2026 China Pet Industry White Paper, the consumption market size of urban pet dogs and cats in China reached 312.6 billion yuan in 2025, representing a 4.1% increase compared to 2024, and is projected to reach 405 billion yuan by 2028. While the pet economy has experienced rapid growth, it has also exposed a series of issues: insufficient knowledge of scientific pet keeping, information asymmetry in pet medical services, mounting pressure in stray animal governance, increased difficulty in preventing and controlling zoonotic diseases, and non-standardized pet funeral services. Based on questionnaire surveys, literature materials, and public statistical data, this paper explores the realistic dilemmas and optimization pathways of scientific pet keeping governance in the context of the pet economy. The study argues that the pet economy should not be regarded merely as a phenomenon of consumer market expansion; instead, it should be integrated into a comprehensive governance framework covering public health, urban governance, animal welfare, and social responsibility. To promote the governance of scientific pet keeping, coordinated efforts are required in multiple aspects, including the popularization of scientific pet keeping education, standardization of pet medical services, collaborative governance of stray animals, regulation of pet funeral services, and cultivation of pet owners’ sense of responsibility.
