Chinese Abstract: 该文选取制药工程专业《制药过程安全与环保》课程开展研究，针对课程思政“两张皮”、高危实训无法实操、育人效果难以量化等痛点，以OBE成果导向教育为核心思路，结合虚拟仿真技术搭建“三阶四环”精准思政教学体系。研究构建毕业要求与思政素养耦合矩阵，研发安全事故、绿色工艺仿真教学资源，并通过对照教学实验检验育人效果。数据显示实验班思政素养评分提升21.5分，学生价值认同度明显提高。该模式以情境、数据双维度驱动教学，可有效化解传统教学难题，适用于各类新工科课程推广应用。
Abstract: This study focuses on the course "Pharmaceutical Process Safety and Environmental Protection" in the Pharmaceutical Engineering program. Addressing challenges such as the disconnection between curriculum and ideological education, the inability to conduct hands-on training for high-risk practices, and difficulties in quantifying educational outcomes, it adopts outcome-based education (OBE) as its core framework and integrates virtual simulation technology to establish a precise ideological education system structured around "three stages and four loops." The research constructs a coupling matrix linking graduate requirements with ideological competencies, develops simulation teaching resources for safety incidents and green processes, and evaluates educational effectiveness through comparative teaching experiments. Data show that students in the experimental class improved their ideological competency scores by 21.5 points, with significantly enhanced value alignment. This model drives instruction through dual dimensions—contextual scenarios and data—and effectively resolves traditional teaching challenges, making it suitable for promotion and application across various new engineering disciplines.
