Research on Party Member File Management under the PDCA Cycle: a Practical Path in Higher Education Based on Smart Education

Chinese Abstract: 学生党员档案是记录党员培养全过程、支撑基层党组织选人用人的核心依据,其管理效能直接关系党建工作质量。当前高校学生党员档案管理普遍面临材料归档不全、权责划分模糊、转递效率偏低、信息化手段滞后等现实困境。本研究引入PDCA循环理论,融合智能教育技术理念,构建“计划—执行—检查—改进”四阶段动态闭环管理模型,在计划阶段借助AI辅助完成标准化体系搭建,在执行阶段实现数字化采集与全流程智能管控,在检查阶段建立多维度数据驱动的质量评估与预警机制,在改进阶段形成基于数据分析的持续优化路径。本研究以某高校学院党支部为试点开展实践验证,结果显示该模型可有效提升档案完整率、缩短转递周期、提高师生满意度,为高校基层党组织档案管理现代化提供可复制的实践方案。
Abstract: Student party member files serve as core documentation recording the entire development process of party members and supporting grassroots party organizations in personnel selection and appointment. The effectiveness of their management directly impacts the quality of party building work. Currently, the university student party member file management commonly faces practical challenges such as incomplete archiving, unclear division of responsibilities, low transfer efficiency, and lagging information technology applications. This study introduces the PDCA cycle theory and integrates smart education technologies to establish a dynamic closed-loop management model consisting of four stages: planning, doing, checking, and acting. In the planning phase, AI is leveraged to build a standardized system; during the execution (doing) phase, digital collection and intelligent full-process control are implemented; in the checking phase, a multi-dimensional data-driven quality evaluation and early-warning mechanism is established; and in the acting phase, a continuous optimization path based on data analysis is developed. A pilot implementation was conducted at a college-level party branch within a university. Results show that this model effectively improves file completeness, shortens transfer cycles, and enhances satisfaction among faculty and students, providing a replicable solution for modernizing archival management in grassroots university party organizations.
